What if the answer is "don't adopt Fabric"?
Then that is what the report says, clearly, with the evidence behind it. This is positioned as an independent advisor, not a Microsoft partner with a quota. Stabilise first is a legitimate, common outcome.
Do we need an existing Fabric or Power BI estate?
No. Discovery is scoped to whatever your current platform is: Synapse, Databricks, on premises SQL, another BI tool, or nothing at all.
Is this the same as a migration plan?
No. You get a migration complexity and sequencing view, enough to plan around, with the detailed migration work positioned as a separate, later engagement if you need it.
